CSV identifier padding
Pad textual IDs to a fixed minimum width without losing leading zeros.
A clear answer. Here’s how.
Counts Unicode code points and pads on the chosen side using one supplied code point. Values already at least the requested width are retained unchanged. No numeric conversion, trimming or truncation occurs. One code point can occupy several UTF-16 units; visual grapheme width may differ.

Identifiers stay text. Width counts Unicode code points; longer values are retained without truncation.
