A clear answer. Here’s how.

For each of up to 1,000 named month/day events, finds its next occurrence on or after the reference date. Validates recurring dates against leap year 2000, then applies your February 29 policy. Sorts by next occurrence, retaining input order for ties. Dates outside years 0001–9999 are rejected. Does not infer birth years, ages or local observance rules.
